From the Chair

IEEE

Preparation of our PAR submission is a key objective for the SJTAG group in 2011. All our other activities in the coming months will be directed towards supporting that goal.

The PAR (Project Authorization Request) represents a massive milestone for the SJTAG initiative, giving us our draft standard number, but we have been keen to avoid rushing towards it too quickly as there was a real risk that we would scope the activity incorrectly. As it is, we have realized that the potential scope for SJTAG is vast; so vast that it would be unmanageable to attempt to deal with it in its entirety in one single standard.

Instead, we see two options: The first is to produce a "core" standard, a "dot zero", and subsequently supplement that with extensions. The other alternative is to upissue the core standard to add additional scope as these items are worked out.

Either way, the key message we have from these considerations is that we need to focus on what will constitute that core, what will provide the most immediate value and benefit to users. With that resolved, we will have the Scope and Purpose for our PAR.

Organizing the Meeting Minutes

After the Christmas and New Year break, the group realized that we'd garnered a wealth of information, insights and viewpoints throughout the three years that we've been holding weekly meetings. The problem is that these valuable assets are scattered throughout the meeting records with no ready method of pulling together the related discussion thread.

We have a very effective search engine on our website, which can be focussed to search only the past minutes. However, you still need to know what you are looking for, and simply using keywords can give multiple hits, but in widely different contexts. We need to apply some form of "data warehousing" to categorize various discussion segments (contexts), identify key messages or "takeaways" and provide a means of indexing those against keywords, so that we can more readily research our past discussions while preparing the scope and purpose for our PAR.

We've started on the first phases of this quite daunting activity, and have extracted and tabulated key data from around thirty of the earliest meeting records, and we're now looking to exploit the search engine's database of search terms to give us a head start on determining likely keywords and phrases.

Our recent meeting minutes will give you some insight into this challenging task.

Group Operating Procedures

Following from the Test Technology Standards Group meeting at ITC 2010, all working groups are now required to reaffirm officers of the group on an annual basis and provide a mechanism for groups to express concerns about the performance of their officers.

Consequently, during January, the group held a reaffirmation ballot which confirmed Ian McIntosh and Heiko Ehrenberg in the roles of chair and vice-chair respectively. At the same time, an amendment to Section 2.7 of the group's Operating Procedures was adopted, which details the reaffirmation process, and the handling of any concerns over the performance of officers.
